The Stars and Stripes Spectacular 4th of July


Next month, the annual 4th of July celebration, The Stars and Stripes Spectacular, will be held at the Eastern Promenade Park. The celebration will feature a free Patriotic Pops concert by the Portland Symphony Orchestra with performances of Sousa, Copland, and Tchaikovsky -- making it a night to remember. The concert is scheduled to begin at 7:40 PM and will run throughout the fireworks display, which will begin at 9:20 PM. Prior to the pops concert, spectators can enjoy a special performance by Maine’s funniest comedian Bob Marley, presented by the Bangor Savings Bank and starting at 6:00 PM. A rain date for the 4th of July event is scheduled for Tuesday, July 5th. Call the city’s hotline at 756-8130 if a change seems likely.



The Stars and Stripes Spectacular is entirely privately funded including support from Founding Partners of the July 4th Portland Foundation, The Portland Press Herald/Maine Sunday Telegram, Quirk Chevrolet, Wright Express and the Maine Red Claws. It is estimated that 50,000 people will watch the program throughout the city and to accommodate spectators that want to ride their bikes to Munjoy Hill, the city’s first ever Valet Bicycle Parking area, located near the cannon at Fort Allen Park, will be open allowing cyclists to park their bicycle for free. Sponsored by the Bicycle Coalition of Maine and the Portland Bicycle Community Meetup, people will be able to leave their bike in a staffed parking area, no lock required. Bicycle lights will be available for sale from Gorham Bike & Ski, to ensure that spectators can ride home legally after dark. Valet Bike Parking will be available from 6:00 PM until 10:30 PM.



Attendees are reminded to throw their trash away or take it with them when they leave the park. In an effort to make recycling easier for spectators, recycling bins will be widely available throughout the area for bottles, cans and other material. Staff will be walking through the park to answer questions or direct the public to the nearest recycling bin or trash container. Public restrooms will be open at the East End Beach, Turner Street and the top of Cutter Street. Due to the crowds and loud noises, spectators are asked to leave their pets at home.



A variety of vendors offering 4th of July souvenirs, food and drink will be located along the Eastern Promenade.



Per the State Fire Marshal, the tennis courts, playground and ball fields on the Eastern Promenade, are within the fireworks shoot zone and will be closed as of 7:00 AM on July 4th.



The East End Boat launch as well as Cutter Street and all the parking lots at Cutter Street will be closed from 10:00 PM July 3rd to 6:30 AM July 5th. Boaters can access alternate launches nearby including the Falmouth Town Landing on Route 88 ($10.00 for non resident, 207-781-7371), Bug Light Boat Launch in South Portland ($5 for resident, $6 for non resident) and Portland Yacht Services ($50 includes parking, $35 no parking, 207-774-167).



People interested in attending the Stars and Stripes Spectacular need to be mindful of the following parking restrictions that go into effect at 7:00 AM until 11:00 PM, July 4th: Eastern Promenade (both sides) from Vesper to Washington Avenue; Fort Allen Park (both sides); Walnut Street from the Eastern Promenade to Washington Avenue; and Mountfort Street (both sides). Munjoy Hill will be closed to all traffic at 4:00 PM. Handicapped parking is available on a first come first served basis along Cutter Street and Fort Allen Park.



Clearly marked handicapped vehicles will be allowed to pass the barricades until 6:00 PM. Drivers must approach Cutter Street from Fore Street to enter. The East End Trail between the Portland Water District pumping station and the East End Beach bathhouse will be closed to the public at 7:00 AM, July 4th.



The Portland Fire Department reminds residents that sparklers are legal but are very hot and should be used with extreme caution when around other people.



Suggested viewing spots for the Stars and Stripes Spectacular include:



The Eastern Promenade Park – extremely limited parking on Munjoy Hill, attendees are advised to arrive early to ensure seating space (Munjoy Hill is closed to traffic at 4:00 PM). Patriotic Pops begins at 7:40 PM. The Top of the Old Port parking lot will be offering a special $5 rate for the day.



Back Cove/Payson Park – limited parking available at Baxter Boulevard parking lot (across from Hannaford), Payson Park, Baxter Boulevard and the hillside at Cheverus High School



Peaks Island –view the fireworks at the ferry terminal



Casco Bay – boaters should anchor in the northeast section of the bay facing Portland. Boaters are also reminded to adhere to water safety regulations including making sure that each passenger has a floatation device appropriate for the age and size of the passenger; the boat has working lights, and is equipped with a safety kit. Boaters should be mindful of Coast Guard restrictions in the area.

Portland Splash Pads Open for Summer


Looking for a place to cool off with the kids? Make a splash at one of three splash pads located throughout the city. The splash pads at Stone Street Playground, Payson Park Playground and Kiwanis Pool offer a fun, free way for the entire family to cool off during hot summer days. Kiwanis pool, Portland’s only outdoor public pool, is now open.



Another summer hot spot for families is the Deering Oaks Ravine with underground fountains and a wading pool. This spring, the city’s Public Services Department installed a Big Belly Solar Compactor near the ravine to make it easier for park visitors to properly dispose of trash and reduce litter in the area. Another amenity added this year is a portable public restroom. With the recent additions, the ravine is the ideal destination for kids and families looking for some relief from the heat. Picnic tables and the William A. Goodwin Playspace are just a short walk away making a trip to Deering Oaks a fun escape for the day.

Public Meeting to Discuss Martin Point Bridge


Join the MaineDOT at an informational meeting to discuss the future replacement of the Martin Point Bridge, (#2515) located on the Portland-Falmouth line, which carries US Route 1 over Presumpscot River.



Representatives of the Maine Department of Transportation will be present on Wednesday evening, July 13 at 6PM to listen to concerns, receive comments, and answer questions from anyone with an interest in the project. MaineDOT is particularly interested in learning local views relative to project consistency with local comprehensive plans, discovering local resources, and identifying local concerns and issues. Anyone with an interest is invited to attend and participate in the meeting.



Accommodations will be made for persons with disabilities. Auxiliary aids will be provided upon advance request.

ASIAN SALAD WITH BERRIES AND GOAT CHEESE

ASIAN SALAD WITH BERRIES AND GOAT CHEESE




Servings: 4 dinner or 6 side salads

Prep Time: 15 minutes



DRESSING:

½ cup rice wine vinegar

¾ cup olive oil

1 tablespoon sesame oil

2 garlic cloves, crushed

½ teaspoon fresh ginger, finely chopped

1 Thai chili, sliced

2 tablespoons maple syrup

salt and pepper to taste



SALAD:

4 cups mixed greens, such as arugula, red leaf lettuce,

butter lettuce, endive, and romaine

½ cucumber, finely diced

1 orange pepper, finely diced

2 cups fresh berries, well rinsed and cut if necessary

6 ounces soft goat cheese, crumbled

¼ cup chopped peanuts



Mix all dressing ingredients together in a small jar. Shake until well mixed. Chill until use. Assemble the salad in a large bowl. First mix together the greens, cucumber, and pepper. Gently toss in berries.

Toss with dressing and top with goat cheese and chopped peanuts right before serving.

Summer Outdoor Concert Series is Back!

Summer Outdoor Concert Series is Back!


This week, City of Portland Mayor Nicholas Mavodones, Portland Recreation staff, students from the East End Community School joined local sponsors to announce the restoration of the city’s Summer in the Parks Concert series. With funding for the Summer in the Parks Concert series eliminated in prior budgets, local groups and businesses organized and stepped forward to bring the concerts back. The concerts feature a wide array of local musical talent from the Maine songs of the Tangletoons at the Crusher’s Kids Concerts in the Park at Deering Oaks to the musical stylings of Darien Brahms set to perform during the Sunset Folk Series at the Western Prom. Residents of all ages are encouraged to pack a picnic and enjoy some of the city’s cherished open spaces while listening to these free live performances.



Throughout the summer, the concerts organized by the city’s Recreation & Facilities Management Department will be held at Deering Oaks Park Bandstand, Western Promenade Park, and the Fort Allen Park Bandstand. Transforming Forest Avenue Meeting


Next Wednesday, the City of Portland and members of the Transforming Forest Avenue Public Advisory Committee will host a public meeting to present a recommended design alternative for Forest Avenue from Park Avenue to Woodfords Corner and gather public input to further develop and refine the design. The recommended alternative was developed using information and analysis compiled by the study team, visions, values and priorities expressed by the Public Advisory Committee and participants at the first public meeting on May 12th, and comments submitted to the city.

Forest Avenue is a critical transportation and development corridor linking the peninsula with I-295 and the city’s downtown with off-peninsula neighborhood centers. The roadway is home to a wide variety of uses including the University of Southern Maine, Oakhurst Dairy, the city’s largest grocery story and attractive residential neighborhoods. Over time, auto-oriented land uses have begun to impact and change the character of the area. Pedestrian, bicycle and bus accessibility have been diminished by vehicle speed, congestion and a lack of pedestrian amenities and parking have impacted business viability and residential use.

Funded by a $100,000 Federal Highway Administration grant administered by the Portland Area Transportation System (PACTS), the city, along with partners, a consulting team and the committee are studying and will develop a design for this roadway that provides functional and safe pedestrian, bicycle, bus and motorist access that promotes business and residential activity.

Portland Unveils New Transportation Demand Website for Employers


This week, the City of Portland and the Portland Area Comprehensive Transportation System (PACTS) launched TDM2go, a web-based transportation planning tool designed to help employers reduce parking costs, decrease traffic congestion, improve air quality and provide a low-cost benefit for their employees through effective Transportation Demand Management (TDM). TDM utilizes a variety of strategies to help reduce travel demand for, in particular, single-occupancy vehicles used to commute to work.

An effective TDM plan can help both employers and employees save money, reduce congestion and create more livable working environments by encouraging employees to telecommute, bike, walk, ride transit, carpool or vanpool to work. Communities like Portland and many of its neighbors are beginning to require TDM plans when a business, developer or organization expands or builds a new facility that has the potential to impact local traffic and transportation infrastructure. The City of Portland now requires a Transportation Demand Management Plan for site plan approval for new large scale developments, more than 50,000 square feet, and institutions serving more than one hundred employees or students.

TDM2go was developed by the City of Portland’s Office of Transportation Policy, a team of planners and employers, as well as transportation professionals, Greater Portland METRO and GO MAINE Commuter Services, and was funded by a $20,000 grant from PACTS. Kiwanis Pool Opens Monday!

Kiwanis Pool Opens Monday


This Monday, the Kiwanis Pool will open to the community for ten weeks during the summer. Swim classes are scheduled to begin June 27th. The pool’s open swim hours are seven days a week, 1:30 – 4:30 PM, and Monday-Friday 6:00 – 7:30 PM. Adult lap swim times include Monday, Wednesday, and Friday 12:00 PM – 1:30 PM and 6:00 – 8:00 AM, and seven days a week, 4:30 – 6:00 PM. Pool access fees are $4.50 for adults and $1 for children. Swim lessons offered by Portland’s Recreation and Facilities Management Department are available for ages three and older. People can register for classes at the pool beginning June 20th or earlier at the Riverton Pool office. Built in partnership with the Kiwanis Club in the early 1960’s, the L-shaped pool is 25 meters long and has six lanes. Recent upgrades to the facility include a renovation of the pool house and the addition of a children's splash pad and picnic area.

"Summerize" Your Home

Here are some great tips for getting ready for summer...before the hottest days of the year descend upon us.

Shade trees and landscaping: Planting shade trees in your yard is a great way to cut down on the heat inside your home. Check with a local nursery for suggestions on types of trees. In addition, plant a shade tree next to your air conditioner's outside unit as the extra shade will help it run more efficiently.

Gardening equipment: Get your lawn mower tuned up by a lawn mower mechanic and also take inventory of all lawn and gardening equipment, including hoses and sprinklers. If anything needs to be replaced, now's the time to do it.

Get your patio and play-areas ready: Things like Super Soakers, floats and badminton nets may actually be much harder to find come mid-summer when the demand is higher. Also, now is a good time to take a good look at your patio furniture and barbecue. If they need to be cleaned or replaced, options on these products can become minimal, and even more expensive, once the weather gets hotter.

A/C: It is so important to have your air conditioner in perfect working order before the summer peak. Taking care of any issues during the summer can potentially result in an increase in price, as well as an increase in the time it takes for a technician to visit your home. In addition to making sure your air conditioner is in perfect working order, now is a good time to replace any filters. Simply remove the old one and take it to your local home improvement center. Sales representatives should have no problem finding its replacement.

Calling All Cars!

Calling All Cars!


Later this month, the City of Portland Police Department and the Portland Motor Club will present Calling All Cars: Giant Car Show to benefit the Portland Police Youth Activities League (PAL). The classic and newer vehicle show is a fun free event for all ages with fifteen prize categories for registrants. The show will feature a special Police Tactical Vehicles demonstration, police cars, new and classic muscle cars, green hybrid cars, indoor carting vehicles, and a vintage HO scale race track. Activities will include tire-changing races, detailing demonstrations and youth-oriented car safety and care lessons. Raffle prizes and refreshments from area restaurants including Bingas Wingas, Siano’s Brick Oven Pizza and Cap’n Eli’s Soade, will be available to attendees. Live music will be performed local teen musicians.

Here are three great financial reasons why you should not wait before taking the plunge into homeownership.

1. The 30-Year Mortgage May Disappear
There has been much debate regarding government's role in providing support for homeownership. There are several experts who believe if Fannie Mae and Freddie Mac's roles are eliminated, or even limited, it may be the end to the 30-year mortgage. This concern is addressed in MSN Real Estate's, Is it curtains for the 30-year mortgage?

2. QRM Requirements Could Be Much More Stringent
Here are proposed changes to the requirements for a 'qualified residential mortgage':

Certain mortgage types would be eliminated

You would need to put a minimum of 20% down

You would need a minimum 690 FICO score

The ratios of income to both the mortgage payment and overall debt would become much more conservative (28% and 36%)

There would be loans available to purchasers who don't qualify under the new rules. However, they will probably be more expensive to the buyer (both in rate and costs).

3. Rents are Expected to Increase
The supply of available rentals is decreasing and the demand is increasing. That will lead to an increase in rental costs throughout the year. The Wall Street Journal recently quoted a report by Reis, Inc in which it states, "Expect vacancies to continue declining, and rents rising through the rest of 2011 at an even faster pace."

Bottom Line
You may be waiting on the sidelines to see if prices will continue to depreciate before you purchase a home. The mortgage expense is a major piece in the overall financial picture of homeownership. Make sure you consider it when timing your decision.

Have you ever considered a "Rural Development" home loan?

The USDA’s Single Family Housing Department released some great news last Thursday about the availability of funds for the Rural Development mortgage loans. They still have $15 billion dollars available for the Guaranteed Loan program through September. That means none of those problems we had last year wondering if there would be money available to close your buyer’s loan when the contract date came around. This is a great loan program for the state of Maine as virtually all areas outside the cities of Portland and South Portland are eligible Remember, there is no first time homebuyer requirement, condos are not excluded and 100% financing is available. In fact, borrowers can often roll in settlement charges not otherwise covered to allow for the possibility of buying a home with no cash out of pocket. June, 2011 is Home Ownership Month throughout the State of Maine

The text:

Whereas, our nation's greatest promise has always been the chance to build a better life; and

Whereas, for Maine's working families throughout our history, owning a home has come to symbolize the American dream; and

Whereas, expanding homeownership will strengthen our nation and state's families and communities, strengthen our economy, create jobs; and

Whereas, homeownership has been enhanced by affordable interest rates and the work in Maine of organizations in the public and private sector to provide housing opportunities; and

Whereas, the Maine Association of REALTORS will support Maine Open House Weekend on June 4 - 5, 2011, celebrated in conjunction with National Open House Weekend and 56 other nations participating in Global Open House Weekend; and

Whereas, Maine offers Quality of Place for first or second homes due in great part to the beauty of our landscape,

Therefore, I, Governor of the State of Maine do hereby proclaim June, 2011, as Home Ownership Month throughout the State of Maine, and urge all citizens to recognize this observance.

MEDITERRANEAN SHRIMP AND ORZO SALAD

MEDITERRANEAN SHRIMP AND ORZO SALAD


Servings: 8

Prep time: 15 minutes

Cook time: 35 minutes

¼ cup olive oil

12 scallions, thinly sliced

1 teaspoon saffron

2 cups raw orzo

4 cups chicken broth

1 pound medium shrimp, peeled and deveined

¼ pound salami, julienned

½ pound prosciutto, julienned

1 yellow pepper, julienned

1 red pepper, julienned

½ cup parsley, chopped

sea salt, to taste

freshly ground pepper, to taste



Heat oil in a heavy pot over medium heat. Add the scallions and sauté for 5 minutes or until wilted. Add the saffron and cook 2 minutes longer. Add the orzo and stir, coating grains well with the oil. Pour in the chicken broth and stir. Bring to a simmer, cover, and cook over low heat for 20 minutes or until the orzo is done and the liquid has been absorbed. Let cool. Meanwhile, bring 2 quarts of water to a boil. Add the shrimp and immediately remove from heat. Cover and let stand for 2 minutes. Drain shrimp and reserve. Transfer the orzo to a large bowl, and add the shrimp, salami, prosciutto, yellow and red peppers, parsley, salt, and pepper. Toss thoroughly and serve at room temperature. Recipe by Kim A. Fuqua.
