Oysters Rockefeller

One of the most sought-after recipes in the world, this version of Oysters Rockefeller is close to the one that came directly from Jules Alciatore, who invented the dish in 1889 at Antoine’s in New Orleans. The sauce of Oysters Rockefeller was so rich and buttery, they felt it should be named after the nation’s richest baron of the day, John D. Rockefeller. Bernard Guste of Antoine’s says the original recipe does not have spinach in it. It’s rumored that the secret of the original is green onions. The other secrets of this dish are tarragon and chervil. Use the freshest herbs you can find, and by no means ever use dried herbs for this dish.

Prep Time: 20 minutes

Cook Time: 5 minutes

Servings: 4-6

4 sprigs flat-leaf Italian parsley, finely minced
4 green onions, finely minced
handful of fresh celery leaves, finely minced
6 fresh tarragon leaves, finely minced
6 fresh chervil leaves, finely minced
½ cup dried fresh French bread crumbs (preferably homemade)
1½ sticks butter, softened
salt and freshly ground black pepper, to taste
Tabasco, to taste
2 tablespoons Herbsaint or Pernod (optional)
rock salt or kosher salt
2 dozen fresh oysters on the half shell, oyster
liquor reserved

By hand, mix minced herbs together with the bread crumbs and the softened butter until it becomes a smooth paste. Season to taste with salt, pepper, Tabasco, and Herbsaint.

Preheat your broiler. Lower the top rack to the middle of the oven. Spread the rock salt over a large baking sheet; this will keep the oysters level under the broiler so that they won’t tip over. Moisten the salt very slightly. Plant the shells in the salt, making sure they’re level. Place one oyster in each shell, plus a little bit of oyster liquor. Spoon an equal amount of the prepared paste over each oyster.

Place the baking sheet on the middle rack and broil until the edges of the oysters have curled and the herb butter is bubbling, about five minutes. Watch carefully to make sure you don't overcook. Serve immediately.

Maintain Variety

It’s said that variety is the spice of life. When it comes to cuisine, be sure to rotate menu items and include components from every food group. If you rarely stray from broccoli for a vegetable course, for example, try brussels sprouts, zucchini, or spinach. Alternatively, discover new ways to incorporate old standbys. Find recipes that make creative use of your favorite ingredients to keep your tongue on its toes. Avoid convention and routine. You can eat an omelet for dinner or chicken and mango chutney for breakfast, as long as your overall daily intake is well balanced! If standard salads are too plain for your palate, add fruits, light cheeses, peppers, beans, nuts, and seeds. Experiment with healthy salad toppings to make the green meal more appealing and lessen the need for high-calorie dressings.

Warm up winter with healthy soups

CURRY CARROT SOUP

Serves 4

2 tablespoons olive oil
1½ pounds carrots, chopped into rough chunks, about 4 cups
1 cup finely chopped onion
½ cup finely chopped celery
3 cloves garlic, minced
1 tablespoon curry powder
4–5 cups low-sodium chicken stock
1 lime
kosher salt

Garnish:
1 radish, cut into little slivers (optional)
focaccia croutons
freshly ground black pepper

Heat oil in a large Dutch oven or a heavy-bottomed pot over medium-high heat. Add the carrots and cook 3 to 4 minutes or until beginning to brown. Add the onions and celery, and cook another 3 to 4 minutes or until onions are translucent. Add the garlic and curry powder, and cook about 1 minute or until fragrant. Add 4 cups of chicken stock to deglaze the bottom of the pot, scraping up any browned bits with a wooden spoon. Bring to a simmer; cover and cook for 30 minutes or until carrots are very tender when pierced with a fork. Carefully transfer to a blender and puree until smooth, working in batches as necessary.

Season to taste with a squeeze of lime juice and a few pinches of salt. Add additional broth for a thinner soup. Divide soup among four bowls. Garnish each with a few pinches of radish slivers, focaccia croutons, and freshly ground black pepper. Serve immediately. Recipe by Caroline Ford. Tips for maintaining a healthy credit score

According to the Financial Planning Association (FPA) based in Denver, CO, your healthy credit score is not just a factor in determining whether you get a loan or a line of credit, it often determines how much you will pay for credit.

Remember, the better your credit score, the lower your interest rate—so having a healthy score can save you money.

The FPA says credit scores are calculated from data in five categories. Payment history on bills, loans, etc. and amounts owed - or credit balances - account for about two-thirds of the score. Then, length of credit history, new credit and types of credit used comprise the rest.

Credit scores range from 300 to 850. A score of 750 or higher is considered "excellent;" 720 to 749, "very good;” 660 to 719, "good;" 620 to 659, "fair;” and 619 or lower, "poor."

Here are some tips from the FPA towards maintaining a healthy score:

Pay bills on time. Nothing impacts a credit score more than your bill-paying history and habits. And no bill is too small to overlook.

Automate. If you struggle to pay bills on time, set up your online banking to make automatic bill payments or provide payment reminders.

Instead of skipping a payment altogether, make a late or short payment.

After a late or missed payment, get—and stay—current. Positive payment patterns going forward can overshadow a past payment problem.

Keep credit card balances low and avoid maxing out cards. Carrying a high level of debt likely will hurt your credit score. Maxing out your available credit surely will.

Pay down your debt over time.

Think twice before closing the accounts of credit cards you do not use. Closing credit accounts may actually lower your credit score. If you plan to close an account, start with one you opened recently, and for the sake of credit history, leave your oldest credit card account open.

Do not open multiple new credit accounts at once. It can lower your credit score.

HOME SALES UP IN DECEMBER: In a press release to the Maine media today, MREIS reports that Maine existing home sales increased 4.34% comparing December 2011 to December 2010. That is the sixth consecutive month of positive increases. The median home sales price decreased 6.98% in that same time period to $160,000. Median indicates half sold for less and half sold for more.

Western Prom Neighborhood Association News

A Message from Ann Pringle, WPNA:
There are a number of things going on that I think are of broad interest to the neighborhood, so here is an update:

1) JB Brown Rezoning In the late fall, JB Brown proposed a rezoning, from Waterfront Port Development Zone to a mixed-use business zone, on land west of the Star Match Factory to the end of West Commercial Street, a large parcel they now own, purchased recently from the railroad. They do not yet have a specific proposal for the site, but seek rezoning so that when tenants are identified, they can move expeditiously, without the need for a zone change at that point.

The proposal has been through three Planning Board workshops and a site walk, which included placement of a crane to illustrate potential building height. There was also a required neighborhood meeting, attended by almost 45 people. There will be a public hearing before the Planning Board at approximately 7:00 tomorrow night, 1/24, in Room 209 at City Hall.

Public comments, largely from Danforth and Salem Street property owners most directly affected, have been very focused and thoughtful, noting: the unique topography; the physical relationship between the neighbors and potential development; view impacts and their potential effect on property value; the gateway nature of the site especially the slope rising behind it; the importance of scale, massing, and design of future development; traffic impacts, etc. There was almost unanimous public opposition to the 65 foot maximum building height (plus a potential for an additional 15-20 feet for rooftop appurtenances) that is allowed in the new zone. Based on this response, JB Brown revised it application to allow a maximum 45 feet west of a line extending down from Fletcher Street, with a maximum of 55 feet to the east, with rooftop appurtenances not to exceed 7 feet. Some neighbors reluctantly have accepted this height, while preferring 45 feet for the entire parcel, with some still advocating for 45 feet.

Following public comment tomorrow night, it is likely that the Planning Board will vote on this issue, which will then go to the City Council for further consideration and a vote. WPNA will continue to work with neighbors in the ongoing public process.

2) Williston West Church As you may know, the Williston West Church and Fellowship Hall were recently sold. The buyer is an Australian gentleman, who is the managing director of Brisbane-based Majella Global Technologies. We understood that he intended to reside in part of the Fellowship Hall for part of the year, with his personal office in the building, and that he would continue to use the church sanctuary for performances.

Zoning in the R-4 allows for an office for home occupation, with no more than one non-family employee. Neighbors have recently learned from the owner's son, that they plan to move in eight employees as soon as possible and up to a total of 20 employees later. This would require a change to a conditional zone, with likely limitations on number of employees, parking, etc. The fundamental question, despite our desire to see the church make a successful transition to a new use, is whether any such zone change is in the interest of the neighborhood, especially abutters, and if the precedent of a zone change might have application elsewhere in the neighborhood. WPNA is in the information-gathering stage, working with abutters, and will develop a position as the situation evolves.

3) Western Cemetery Fence As you can see, the first phase of replacement of the Western Cemetery Fence is in place, with a few punch-list items to be addressed. The plan is to install Phase II in the late spring, from the left of the maintenance opening around the corner onto the beginning of the Western Prom. A black wooden sign, with gold lettering ("Historic Western Cemetery"), will be installed in the spring. Phase III will, hopefully, be completed in the fall, from the end of Phase II to the cemetery end on the Western Prom. Stay tuned for future developments!

4) Western Cemetery Concerts As you may recall, last winter WPNA, at the request the City, solicited contributions for the summer concerts series on the Western Prom. A number of households responded and the City was able to continue the longstanding concert series, that had been threatened by budget cuts.

The sunset folk concerts are held on Wednesday nights between July 11 and August 15 and includes both individual performers and groups. Attendance last year was between 75 and 300 at each concert, although several were rained out.

Liven up the bland, industrial atmosphere of a basic white unit with color. “We kept the essential elements of the building clean and neutral, occasionally introducing a new texture or finish,” says Barbara Murtagh Nash. “For example, we covered the existing concrete columns with a chunky used brick for interest. We found old, reclaimed wood for the floors and refinished them with a rustic, burnished surface.” Nash incorporated moveable partition walls to help define the space, allowing the areas to be open to each other when desired.

Nash wanted to bring in colors that are reminiscent of Florida and its relaxing environment. “There is no formal foyer, so we created the illusion of one with the placement of a simple neutral cabinet in front of a wide patch of brilliant orange wall,” she explains. “A green, yellow, and orange vase picks up other accent colors used in the adjoining living room. On the orange wall, there is an arrangement of several circular mirrors that are projected about two inches from the wall and reflect contrasting blues and neutrals from the opposite side of room.” The orange complements the warm brick tones and is carried throughout the living room in small pops of color.

Portland Police Department Offers RAD Class

This January, the Portland Police Department will offer its Rape Aggression Defense (R.A.D.) Training class. R.A.D. provides women with the tools they need to both avoid dangerous situations and escape them. The course is specifically designed to help women survive situations in which their lives are in jeopardy.

This class is open to all women, ages 13 and older, in the Greater Portland area who would like to develop real life defensive tools and tactics. The Basic Self-Defense Course consists of a series of four classes and one scenario day. The class is scheduled for January 17, 19, 24, and 26, from 6:00 PM to 9:00 PM and January 28 from 8:00 AM to noon. All classes must be attended to complete the course. The classes will be held at the Portland Police Department, 109 Middle Street, Portland, Maine.

A donation of $25.00 for the course is suggested. All donations support the Amy St. Laurent Fund, which sponsors the R.A.D. trainings. The Board has jurisdiction to hear, review and approve applications for development including site plans, subdivisions, street vacations, shoreland zone, and other regulations governing development as appropriate. The Planning Board makes recommendations to the City Council on applications for zoning text and map amendments, contract rezonings, and amendments to or substantial revisions of the Zoning Ordinance.

Landbank – 1 position

The Land Bank Commission is responsible for identifying and protecting open space resources within the City of Portland. The Commission seeks to preserve a balance between development and conservation of open space important for wildlife, ecological, environmental, scenic or outdoor recreational values. The Commission responsibilities include: working for the acquisition and conservation of open space within the City; recommending to the City Council on a priority basis acquisition or conservation of significant properties; and the pursuit of gifts and funds from private and public sources for the acquisition of open space as approved by the City Council. The Commission has developed an inventory of open space resources within the City. It is engaged in an ongoing effort to proactively protect properties from development through easement, deed restriction, or acquisition. Responsibilities: Pursue funding resources for the acquisition of open space; create an inventory of open space property in the city and make recommendations for the protection and/or acquisition of open space that is environmentally significant. Meets on the second Wednesday of each month at 5:00 P.M.

Calories Count Lunch Makes it Easy to Keep New Year's Resolutions

January 3rd, Spartan Grill, El Rayo, Sebago Brewing Company, and DiMillo’s On the Water in partnership with the city’s obesity prevention initiative will kick off the New Year with a Calories Count Lunch. The local restaurants will offer a variety of lunch items at the price of their calorie count, making the easy choice, the healthy choice for their patrons, and giving a boost to diners looking to keep their health and wellness resolutions for 2012. From a falafel gyro (581 calories/$6.75, savings of $.94) to a carne asada taco (289 calories/$3.95, savings of $1.06), patrons can enjoy a satisfying and healthier meal while saving a few dollars. Smart Meals for Me is a city initiative that encourages restaurants to provide calorie information on their menus, supplies participating restaurants with nutritional analysis for their menus from the city’s registered dietitian.

How to get your dog licensed in Portland Maine

Dog Licenses are now required

Starting with the New Year, Portland resident dog owners are required, pursuant to Maine law, to have all dogs six months of age or older licensed. Dog licenses are issued for a calendar year and will expire December 31, 2012. A dog license can be obtained from the City Clerk’s office at City Hall, Monday – Friday, 9:00 AM to 4:30 PM. Renewals and new registrations are also available online at https://www.informe.org/dog_license/begin.shtml or through the mail, call 874-8610 for more details.

To license a dog, the dog owner should provide a current State of Maine Rabies Certificate. If the dog has been spayed or neutered, the dog owner should also bring in proof of neutering such as a previous license or written verification of neutering from a veterinarian the first time a dog is licensed.

Not spayed or neutered - $11.00

In Portland, Superintendent Morse has proposed a comprehensive framework plan to move Portland's school too. In the midst of all of this, Reiche School this year moved from a traditional elementary school with a principal & the hierchary to teacher led school.

The local volunteer program, Adopt-A-Stop, coordinates volunteers willing to keep an adopted bus stop clear of snow and ice during the winter and debris during the warmer months.

With more than eight hundred and fifty bus stops in the Greater Portland area, volunteers are needed to help ensure access at stops so patrons can easily board the bus. Despite those European currency and economic troubles, a possibility of an economic recession in the upcoming year here in the U.S. looks less and less likely.

The key reason is the housing market recovery. After six years of a demoralizing and protracted housing market recession, a light is finally appearing at the end of the tunnel - and it is not a headlight from a freight-train. It is a genuine warm sunny glow. The latest pending home sales index – which reflects contract signings to purchase a home – rose more than 10 percent in October from the previous month and more than 9 percent from one year ago. Because the wide swings in sales related to the homebuyer tax credit are largely over, that year over year increase is a clean jump and not just a rise due to some artificially low comps of the past year. Clearly the data implies something is brewing out there. Yes, there are still cancellation issues related to appraisals, tight underwriting, and other issues. But buyers are evidently recognizing the great opportunity to own real estate and acting accordingly. Let’s examine several of the factors that suggest the worst is over.

Holiday Trash Schedule

This holiday season, Portland Public Services crews will collect curbside trash and recycling as usual with no changes to the schedule. Crews will be pick-up trash and recycling Monday, December 26 and Monday, January 2 (the federal holidays for Christmas and New Year's Day). Residents are asked to place their items out by 6:30 AM for collection.

Christmas trees can be left for collection on your normal trash day between December 27th and January 21st. Trees can also be dropped off at one of the following locations during the month of January: Cutter Street parking lot, Payson Park Little League Field and the nine-hole golf course lot on Riverside Street. Please note that wrapping paper is recyclable, and Styrofoam packaging is not.

BUTTERSCOTCH NANAIMO BARS

This popular Canadian dessert is a no-bake bar cookie that hails from the city of Nanaimo, British Columbia. The triple-layer treat first appeared in local cookbooks in the 1950s and quickly became a well-loved dessert through recipe contests, media coverage, and national coffee chains. Nanaimo bars are traditionally made with vanilla pudding powder for the middle layer of frosting. I’ve swapped in butterscotch for the vanilla, but coffee, caramel, or pistachio would be equally delicious.
Makes 16–24 bars

Crust:

½ cup unsalted butter

¼ cup sugar

5 tablespoons unsweetened

cocoa powder

1 egg, beaten

5 ounces chocolate graham

crackers, crushed into crumbs

1 cup unsweetened coconut

½ cup chopped hazelnuts

Middle Layer:

½ cup unsalted butter

3 tablespoons heavy

whipping cream

2 tablespoons butterscotch

instant pudding powder

2 cups powdered sugar

Top Layer:

½ cup heavy cream

2 tablespoons granulated sugar

7 ounces bittersweet chocolate

(70% cocoa), finely chopped

For the crust:

Melt butter, sugar, and cocoa in a double boiler. Add egg and stir to thicken. Stir in graham crumbs, coconut, and hazelnuts. Press into a 9-inch-square baking pan lined completely with foil. Chill until firm.

For the second layer:

Beat butter, cream, and pudding

powder in an electric mixer. Gradually add powdered sugar and beat until light and fluffy. Spread over chilled crust and smooth with the back of a spoon or an offset spatula. Chill.

For the chocolate top:

Heat heavy cream and sugar in a small saucepan over medium-high heat, stirring to dissolve. Place chocolate in a medium bowl. When cream begins to simmer, pour over chocolate to cover and let rest for 5 minutes. Stir quickly until completely smooth. If chocolate doesn’t melt completely, fill saucepan with an inch of water, bring to a simmer, and place bowl over the pan. Stir until melted. Pour over butterscotch layer and chill at least 30 minutes. To serve, slice with a warm knife, wiping it clean between each cut. Store bars covered in the refrigerator.

Make a clean sweep through your home. Clear some room for any gifts you will receive by weeding out the extras in your pantry, clothes closet, and hallway closet. Donate the items to your local soup kitchen, religious center, or other such organization, which can then pass along these items to those in need.

Keep your neighborhood in good shape. If you live in an area where it snows frequently, help out neighbors who may not be able to shovel their own walkways. Not only will you be meeting their need, but you will get a bit of exercise in the process, too.

Help those less fortunate in your community. There are so many ways to give back, from putting together gift baskets for families to serving food in shelters. Contact a non-profit organization in your area to see what your community’s needs are and how you may be capable of meeting them.

Parking Ban Information

With winter right around the corner, the City of Portland wants to remind residents and visitors that a city-wide parking ban may be called when weather impacts the city’s ability to carry out its winter storm operations and ensure roads are safe for travel. When a parking ban is declared, all vehicles must be off city streets by 10:00 PM until 6:00 AM the following day (times may vary depending upon the severity of the weather). Vehicles left on the street during a ban will be towed at the owner’s expense (tow fee - $70, impound fee - $35, ticket cost - $30 and all outstanding tickets must be paid). Vehicles not claimed within 24 hours will be charged $25 storage fee per day). Vehicles will be towed to the city’s impound lot located at the Ocean Gateway International Marine Terminal at 40 Commercial Street (phone number 774-3025). At the end of the day following a parking ban, unclaimed vehicles will be towed to private tow company lots, and storage fees of $25 per day will accrue.

There are a number of places people can park at no charge during a parking ban including:

Ø Deering Oaks – on the left hand side of Tennis Court Road only

Ø State Street gravel lot – abutting Deering oaks

Ø Fitzpatrick Stadium parking lot

Ø Hadlock Field parking lot

Ø All Portland Public School lots EXCEPT the lot at Reiche School which abuts the school and playground

Ø Parking lot at Nathan Clifford School

Ø Parking lots on Munjoy and Wilson Streets, formerly known as the Adams School

Ø Cutter Street lots (off the Eastern Prom)

Ø Beach Street lot accessible from Commercial Street (This lot is available after 8 P.M.)

Ø Lot across the street from the International Marine Terminal on Commercial Street (corner of Park and Commercial Streets)

Ø Dougherty Field

Vehicles can begin to park in these designated areas at 5:00 PM the night a parking ban is declared. Vehicles must be moved from the city lots by 7:00 AM the morning the ban is lifted.

The city can also declare a Yellow Zone parking ban for the downtown area only, starting at 10:00 PM and ending at 6:00 AM. When a yellow ban is announced, parking is prohibited from Franklin Arterial to State Street and Commercial Street to Cumberland Avenue.

Portland's Economic Development Plan

Economic Development Plan Moves Towards Implementation

Today, the City of Portland’s Economic Development Division announced the launch of a new program, the Portland Economic Development Plan Implementation Program (PEDPIP), designed to help local non profits and public entities implement the city’s Economic Development Vision and Plan. The plan developed collaboratively by the City of Portland, Portland Community Chamber, Creative Portland Corporation, Portland Development Corporation, along with a task force representing a variety of stakeholders in the private sector was adopted in November by the City Council and provides a roadmap for the city’s future success with steps to take to grow the local economy, enrich the creative economy and support local business. Grants up to $75,000 will be available through PEDPIP to help fund planning studies and other “soft” costs associated with economic development projects and programs to advance the initiatives spelled out in the Economic Development Vision and Plan’s priorities. The program will fund the following: a) planning to evaluate economic development opportunities; b) business recruitment activities with a focus on targeted industries; c) marketing plans/strategies for the city; and, d) programs to enhance the climate and access to downtown business districts. The PEDPIP requires a match from the applicant equal or greater than the grant amount. PEDPIP funds cannot be used for public infrastructure or private development projects.

The Portland Development Corporation, the city’s lending and granting board, will review and approve all qualified applications. If you are listing your home for sale, and/or preparing to buy a home, it’s important not only to protect your credit, but to guard against credit or identity theft as well as the theft of valuables. From Bankrate.com, here is a checklist that can help you do that during the buy/sell transaction period:

• Apply with care –Be mindful when applying to multiple lenders. To some versions of the FICO software, all applications submitted within 30-45 days of each other only count as one hit on your credit report. However, many lenders may still use older versions of the software. Play it safe by submitting all
applications in a 14-day period. This will ensure that your credit report doesn't show multiple hits, which will in turn better your overall score.

Prepare for lookers - When selling your home, pack up small, valuable belongings before strangers begin to walk through the house. Additionally, all bills or financial papers should be put into a locked box or drawer. Protecting your finances and account numbers should be your number-one priority because identity and credit theft can happen.

Protect your documents: When buying a new home, only potential mortgage lenders need to see all of your personal information. Agents and sellers only need to know how much you can afford. When dealing with a lender, stick to the same representative to minimize the number of people who have access to your documents. Avoid sending any files with your social security number through email. Opt for mail or fax instead.

Stay on top of your finances: Even if you are on top of paying bills on a monthly basis, you may want to consider checking into your accounts weekly. By logging into your credit card accounts regularly, you can make sure that all of the charges are legitimately yours. Credit watch services are also a good idea. Housing market on the mend?

New numbers show that housing market conditions are starting to trend upward, according to Radar Logic.

According to the September 2011 RPX Monthly Housing Market Report released today, the RPX Composite Price declined 4.4 percent during the 12 months ending September 29, 2011. The RPX Composite price, which tracks housing values in 25 metropolitan areas across the United States, has been exhibiting year-over-year declines in excess of four percent since February.

Despite this, there are signs that supply and demand are starting to return to historical levels. Demand appears to be increasing, with the 25 metropolitan area RPX transaction count posting a 15.4 percent year-over-year increase in September, the largest September-to-September gain since 2003. Inventories are trending down, with realtors reporting a 13.8 percent year-over-year decline in existing-home inventory in October and the Mortgage Bankers Association reporting a decline in distressed inventory from 13.52 percent of mortgage loans in October 2010 to 12.42 percent of mortgages in October 2011.

Based on these trends, Radar Logic expects the year-over-year trend in U.S. housing prices to remain negative for some time, but the rate of decline will slow until prices finally touch bottom.

The event marks the culmination of a series of teen workshops held at the library in November and December taught by staff from The Telling Room and students from Paul Gebhardt’s ‘The Art of Teaching Art’ class at MECA.

The theme of the exhibit is ‘Searching for ME.’ It will feature personal pieces of word art that combine silhouettes and student writing. Couple extensive party preparations with runny noses and winter storms, and you have the perfect recipe for a stressful season. Unlike other forms of stress, the type that accompanies the holidays is completely expected and even dreaded by some. Avoid being caught in a hurricane of anxiety and approach the next couple of months with practical and positive enthusiasm.

Stay HealthyPrioritize, Simplify, and Balance

Our bodies are often put on the back burner when there is so much to accomplish; however, for the presence of mind and energy to complete your to-do list, make sleep, eating well, and regular exercise a priority. A full night of shut-eye will keep your body and mind more alert and less susceptible to holiday stress attacks. Rich food, desserts, and alcohol are staples of most holiday festivities, and while a bit of indulgence is expected, remember that these party foods can leave you feeling sluggish. So be aware of your intake, practice mindful eating, and keep consuming energy-boosting foods. At the same time, maintain your regular workout routine for surges of endorphins. Northampton, Mass., lands at the top many "best places to retire" lists. And for good reason: It's a scenic, mountain town with lots of Berkshire culture. It's also home to Smith College and close to four other name schools. But the charm comes at a price — it costs nearly 20% more than average city to live there.

Head about 200 miles north and you'll hit Portland, Maine, where the culture and natural beauty rivals Northampton thanks to miles of coastline, the popular fishing area of Sebago Lake, which is only a short drive from the city, and a smattering of islands around the coast. "Portland is known for its natural beauty," says travel blogger Lee Abbamonte.

Foodies also take note: Bon Appetit recently rated the city as one of the top small towns in America, due in part to some notable chefs. Hugo's, for example, is run by French Laundry chef Rob Evans and the chef at Fore Street is a James Beard Foundation Award winner, one of the most prestigious culinary awards.

Portland offers all this and incredible values. Homes here are about 44% less expensive than in Northampton — and right around the median price for a home nationwide. 10 ways to winterize your home

Don't forget about exterior grading, indoor air quality

Fall is in the air already, which means that another chilly winter can't be too far behind. So before the cold weather arrives, here's your annual checklist of things to do to get your home ready for the change of season.

Inside your home

Check smoke detectors: Don't neglect that smoke detector any longer! Take some time right now to check the operation of detectors, and to change the batteries. If you have an older house with a limited number of smoke detectors, install additional ones at each sleeping room, and make sure there is one centrally located on each level of the home as well.

Install a carbon monoxide detector: As houses get closed up for winter, the chances of carbon monoxide poisoning from malfunctioning gas appliances increases substantially. If you have a furnace, fireplace, water heater, or other appliance that's fueled by propane or natural gas, or if you have an attached garage, install a carbon monoxide detector. They're available inexpensively from many home centers and other retailers, and offer easy, plug-in installation.

Service your heating system: Perform a complete system check of your furnace annually, either by yourself or by a trained furnace technician. Check for worn belts, lubrication needs or other servicing that might be required; refer to your owner's manual for specific suggestions, and follow any manufacturer safety instructions for shutting the power and fuel to the furnace before servicing. Check the condition of duct joints and insulation, and of course, change the filter.

Upgrade your thermostat: An older thermostat that's a couple of degrees off can result in a lot of wasted energy, and so can forgetting to set the thermostat down at night. You can take care of both of those problems with an upgrade to a programmable thermostat. Programmable thermostats are digital and typically very accurate, and they allow for easy, set-and-forget programming of temperatures for different times of the day, including energy-saving nighttime and workday setbacks.

Outside your home

Trim trees: Trees that are overhanging your home can be a real hazard. They can deposit debris on your roof, scrape against shingles during wind storms, and, worst of all, snap off with potentially devastating results. Have a professional tree trimming service inspect the condition of overhanging tree limbs, and safely cut them back as needed.

Check the gutters: Clear the gutters of leaf and pine needle debris, and check that the opening between the gutter and the downspout is unobstructed. Look for loose joints or other structural problems with the system, and repair them as needed using pop rivets. Use a gutter sealant to seal any connections where leaks may be occurring.

Break out the caulk: A few hours and few tubes of caulking can make a big difference in both your heating bills and your comfort levels this winter. Caulk around windows, doors, pipes, exterior electrical outlets, and any other exterior penetrations where cold air might enter. Use a good grade of acrylic latex caulk, either in a paintable white or, if you don't want to paint, use clear.

Drain sprinkler systems: In colder areas, now is the time to be thinking about having your sprinkler and irrigation systems blown out. You can rent a compressor and do this yourself, or contact a landscape or irrigation system installer and have them handle this for you. This is also the time to shut off outdoor faucets and install freeze-proof faucet covers as needed.

Adjust exterior grade: Fall is also a great time to look at the grade around your home, and make sure that everything slopes away from your foundation to avoid costly problems with ground water. Add, remove or adjust soil grades as necessary for good drainage.

Change light timers: If you have exterior lights that are controlled by timers, including low-voltage ones, check the timer settings. Change the "on" times to an earlier hour to reflect the earlier winter darkness, so that you always have adequate outside light available.

Don't Say Another Word!

People are busy. Even with the wide variety of technical products developed to keep us in touch, it's sometimes hard to get a hold of people. In those instances, we find ourselves transported back to the tried-and-true technology of the 1980sthat is, leaving a message after the beep.

Same Old, Same Old

The following tips can help you be more effective and get better results with voice messages:

Don't Talk So Much - don't leave rambling messages. You have a limited window to make your point. That means you can't provide a lot of background information or cover multiple topics.

Before you call, make sure you have a singular focus to mention if you get the person's voicemail. Then, highlight that important point, and leave the rest of your points for the actual follow-up discussion.

Focus on a Problem. To put it bluntly: People don't want to hear about you; they want to hear about themselves. Say a simple, focused message that hits on ONE major problem or issue that the listener has.

Once you've focused on a single overriding problem, resist the temptation to go into your sales pitch about solving it. For one thing, the listener probably doesn't have time (or want) to listen to your pitch. For another, if you give your pitch, what reason do they have to call you back?
Instead, only allude to the idea that a solution does existbut don't go into detail. Leave some mystery.
Stating a number the person can reach you at and say you'd like to tell/give them some information by chatting for a couple of minutes is essential.
Have Energy and Enthusiasm. Nobody wants to listen to a person who's boring or sounds bored.

The same is true with voice messages. After all, if you don't have energy when talking about something, why should the listener have the energy to call you back?

So before you call, take a second to raise your energy level. Some experts recommend standing up when making a call or smiling while talking on the phone, as a way to subtly convey a pleasant, energetic tone.

Remember: If you don't want to listen to yourself or don't feel compelled to call back, then why would anyone else?

Seven weeks into the expedition, tragedy struck. Coetzee was paddling tip to tail in between the other two men when a fifteen-foot crocodile surfaced silently and swiftly pulled him underwater. No Trash Collection Columbus Day

The Department of Public Services Solid Waste crews will not collect trash or recycling on Columbus Day, October 10th. Residents who normally receive collection services on Monday will have their trash and recycling collected the Saturday before, October 8th. Residents of Peaks Island, Great Diamond Island, Little Diamond Island and Cliff Island will have their recycling and trash collection the following day, Tuesday, October 11th. All items should be out by 6:30 AM to ensure collection. If residents have further questions about their trash/recycling collection, they can contact the Recycling Hotline at 756-8189.

The Riverside Recycling Facility will be closed on Columbus Day as well, and will resume normal business hours on Tuesday, October 11th, 7:00 AM to 4:00 PM.

Have a Night Out to Fight Crime

People in the North Deering section of Portland will gather at the Lyman Moore Middle School Thursday night, October 6 at 6:00PM to fight crime in their neighborhood. For several months the North Deering Neighborhood Association (NDNA) has been meeting with members of the Portland Police to create a Crime Watch Organization. With signs posted throughout the neighborhood declaring the neighborhood to be a Crime Watch zone, the Neighborhood Association hopes to get as many people involved as possible in watching for suspicious behavior. The NDNA has used its funds to purchase the signs. Now, working with the Portland Police, they want to get more people involved.

The 6:00PM event is expected to go only about an hour. But neighbors are encouraged to stay longer to discuss strategies. There will be free refreshments. The North Deering Neighborhood Association was established to advocate for the interests of North Deering residents in city, state, and school affairs, including recreational issues, sidewalks, open space, school policy and funding, taxes, and traffic.

Flu Clinics Starts October 2nd

To help protect adults living in Greater Portland during the upcoming influenza season, starting today, the City of Portland, HHSD’s Public Health Division will offer a series of nine influenza (flu) walk-in clinics throughout Portland. The seasonal flu vaccine will be available for $10.00, or at no cost for individuals with a Medicare Part B card.00 . Private insurance that covers flu vaccination including MaineCare will be accepted. Pneumococcal pneumonia vaccine will also be available for $45.00 or free for people with Medicare. The clinics are open to adults, eighteen and older.

The Maine Centers for Disease Control is recommending vaccination against influenza for all Mainers age six months and older. An annual flu vaccine is the best way to reduce the chances of getting the flu and lessens the probability of spreading it to others. This year’s vaccine provides protection against H1N1 influenza and two other influenza viruses. The Portland’s Public Health Division is committed to making this service easily accessible and affordable and will be offering clinics in several convenient Portland locations. The city has an ample supply of flu vaccine and people are encouraged to get vaccinated before mid-December when the flu traditionally starts to spread in Maine.

As many as 36,000 adults in the U.S. die from seasonal influenza and its complications every year. Vaccination against both flu and bacterial pneumonia (pneumococcal vaccine) are essential to protect the health of young babies, seniors and those with chronic health conditions. Vaccinations reduce health care costs by limiting expensive therapies and unnecessary hospitalizations and decrease the spread of disease in the home, workplace, and community.

Although immunization is recommended for everyone, groups at especially high risk of seasonal influenza and its complications include:

§ People People over age 50;

§ People with chronic medical conditions such as diabetes, asthma, heart disease, or immune system problems;

§ Pregnant women;

§ People in long- term care or institutional settings;

§ Health care workers;

§ Caregivers and household contacts of those at high risk; and

§ Young children aged 6 months and up.

Fire Museum Open House October 8

This fall, the City of Portland’s Fire Department, IAFF Local 740 and the Portland Veteran Firemen’s Association will host the Ninth Annual Open House at the Portland Fire Museum. Visitors will have the opportunity to view historic films including footage of the 1912 Portland fire, tour a steam engine on loan from the Manchester New Hampshire Fire Department, explore the 1938 McCann Fire Engine, and hand-drawn engines from the Great Portland Fire of 1866. Michael Daicy and Don Whitney will be on-hand to sign copies of their book, Portland’s Greatest Conflagration, The 1866 Fire Disaster. Both floors of the Portland Fire Museum with more than ten rooms of displays will be open to the public with docents available to answer questions.

Providing a glimpse into the past, the Open House will feature a new display featuring the awards earned by members of the Veterans Association including silver trophy trumpets, tea sets and medals .

The Portland Fire Museum was built in 1837 by the City of Portland to serve as a fire house with a girls school located on the second floor and a political meeting space for the West End. The Portland Fire Museum is listed as a National Historic Building, Greater Portland Landmarks and has been called the city's hidden gem of a museum.

The open house is a family-friendly event. Children will enjoy the chance to see live fire horses in the original stalls, and visitors who wish to bring the fire horses a treat should consider carrots or apples. Free fire helmets will be available for children along with free Fire Prevention material for visitors to take home. A suggested donation for attendance is $5 for adults and $3 for children. Spring Street will be closed to traffic between Park St & State St to allow for parking of Portland fire apparatus for display and for live music.

"Art at Work" Opening in Portland

Necessary Works Opens Thursday
Thursday, the City of Portland and Art at Work will sponsor a reception for the opening of Necessary Work, an exhibit showcasing some of the art, stories, photographs, and poems created during Portland’s last four years with Art At Work. Specific projects represented by the artwork include Forest City Times, Lines Portland, Public Works, Ties That Bind, Thin Blue Lines, and City Writers Group. The opening reception will feature a welcome from City Manager Mark Rees, followed by members of the Portland Police Department reading poems and performing excerpts from the original performance Radio Calls as well as a few stories from Public Service’s Construction Crew and the City Writers Group.

The event is free and open to the public. Light refreshments will be served. The exhibit will continue through March, with more work being added from two new citywide projects – Portland Works and Meeting Place.

Since 2007, Art At Work has worked in partnership with the City of Portland to develop strategic art projects that address issues and challenges the city face by engaging city workers and the public. From poetry readings to photography exhibits to plays, Art At Work has improved morale among the city’s workforce and increased public awareness and appreciation of their local government. City workers’ posters, photographs, prints and poems hang in galleries, city parking garages, lunchrooms, recycling centers, libraries and the Portland Police Station.

Portland Remembers September 11th

September 11th, the City of Portland Fire and Police Departments, IAFF Local 740, and city officials will march along Congress Street to the 9/11 Memorial at the Easter Promenade in honor of the tenth anniversary of the attacks. Local firefighters, paramedics and law enforcement officers will march in full turn-out gear and uniforms as a tribute to the 403 uniformed men and women who lost their lives when the towers fell in New York City. Members of the public are invited to march as well and are asked to wear white shirts as a sign of solidarity with the fallen heroes. Marchers will have the opportunity to carry the name of one of the 403 lost. At the end of the march, the city will lay three wreaths for the three locations attacked at the 9/11 memorial.

Public Meeting to Comment of Bayside Trail Seating Proposals

In September, the Portland Public Arts Committee (PPAC) will host a hearing to solicit public comment about the proposed artist-designed seating along the new Bayside Trail. The proposals are available on the City’s web site at http://www.portlandmaine.gov/planning/baysidetrailartproject.asp.

The process included a request for qualifications (RFQ) resulting in over 100 artist submissions from which three artists, SkyeDesign in Washington DC, Aaron Stephan of Portland, and Gary Haven Smith from Northwood, New Hampshire, were invited to develop a concept and cost estimate with a $1,000 stipend.

Three sites were identified for the Bayside Trail Seating Project:

1. Plaza at Elm Street near Trader Joe’s;

2. Paved circle near Franklin Street to the rear of the Planet Dog building; and

3. The Trail Junction at the connector for the Bayside Trail, Eastern Prom Trail, and Loring Trail. (A fourth site, the paved circle along the trail near the end of Marginal Way at Plowman Street, was identified as a potential location for the Stephan proposal)

The artists were allowed to choose any of these sites, or a combination, and were not limited to a specific budget, although guidance was provided that the PPAC is hoping to construct three seating elements within the available budget. The three artists’ concepts were received on Friday, August 5.

No Trash or Recycling Collection on Labor Day

The Department of Public Services Solid Waste crews will not collect trash or recycling on Labor Day, September 5th. Residents who normally receive collection services on Monday will have their trash and recycling collected the Saturday before, September 3rd. Residents of Peaks Island, Great Diamond Island, Little Diamond Island and Cliff Island will have their recycling and trash collection the following day, Tuesday, September 6th. All items should be out by 6:30 AM to ensure collection. If residents have further questions about their trash/recycling collection, they can contact the Recycling Hotline at 756-8189.

The Riverside Recycling Facility will be closed on Labor Day as well, and will resume normal business hours on Tuesday, September 6th, 7:00 AM to 4:00 PM.

" I'm goin' to Jackson. See if I care ." - Johnny Cash. Last week, Fed Chair Ben Bernanke headed to Jackson Hole, Wyomingand the markets certainly cared! The big news of the week was Bernanke's speech at the Federal Reserve Bank of Kansas City Economic Symposium at Jackson Hole. Here's what happened - and, more importantly, what it means to Bonds and home loan rates.

Bernanke Remains Optimistic. Bernanke focused on the near-term and long-term economic situation, but his message was optimistic, stating that regardless of "the crisis and the recession, the U.S. economy remains the largest in the world." He stated that the Fed expects "a moderate recovery" to continue and even strengthen as the country goes forward.

Easy on the talk of "Easing." Despite the market's concerns over the slowing economic recovery, Bernanke didn't discuss any details about the measures that the Fed may use to help get the recovery back on track - which means there was no mention of a third round of Quantitative Easing (QE3). Instead, he stated that the Fed would continue to consider such options at its upcoming September meeting. He did, however, re-iterate that "The Fed has a range of tools that could be used to provide additional monetary stimulus." Additionally, he ended his speech by saying: "The Federal Reserve will certainly do all that it can to help restore high rates of growth and employment in a context of price stability."

Right back where we started. It's interesting to note that last year when Bernanke spoke at Jackson Hole he talked about the likelihood of QE2. That speech sent both the Bond and Stock markets into a rally mode. Amazingly, the Stock market is very close to levels seen last August, which means that Stocks have given up virtually all of the gains seen from the enormous rally sparked by QE2.

Anticipation and disappointment. Stocks traded higher early last week in anticipation of Fed Chairman Ben Bernanke's big speech on Friday at Jackson Hole, Wyoming. With the economy slumping and Stock prices falling in recent weeks, there was a growing feeling that the Fed is willing do something that would signal to the markets that they are willing to help more if needed.

After Bernanke's speech - and his reluctance to discuss QE3 - Stocks dropped slightly, signaling investor's disappointment in having to wait longer to see what steps the Fed may take. By late Friday, however, volatility reared its head again, as Stocks attempted to rally and Bonds gave up some of their gains.

With the Fed pushing off any meaningful discussion of its policies and options until the September meeting, this story is sure to continue impacting the markets. Until we hear exactly what the Fed will do, the markets will be forced to speculate and anticipatewhich could mean more volatility. For now, the situation looks beneficial for people looking to purchase a home or refinance, as home loan rates remain near historic lows. But things can change quickly, so now is the time to take a look at the options available.

A ribbon-cutting ceremony to celebrate the opening of the Ocean Avenue Elementary School will take place this Thursday, September 1st at 4:30 p.m.at 150 Ocean Avenue. The ceremony will include brief remarks by Mayor Nick Mavodones, Portland Superintendent James C. Morse, Sr., Portland School Board Chair Kate Snyder and Portland City Councilor Cheryl Leeman.

Hurricane Irene - Flood Preperation Checklist

1. Safeguard your possessions.

Create a personal flood file containing information about all your valuable possessions and keep it in a secure place, such as a safe deposit box or waterproof container. This file should include:
A copy of your insurance policies with your agents’ contact information.
A household inventory: For insurance purposes, be sure to keep a written and visual (i.e., videotaped or photographed) record of all major household items and valuables, even those stored in basements, attics or garages. Create files that include serial numbers and store receipts for major appliances and electronics. Have jewelry and artwork appraised. These documents are critically important when filing insurance claims. For more information visit http://www.knowyourstuff.org/.
Copies of all other critical documents, including finance records or receipts of major purchases.

2. Prepare your house.

Inspect your sump pump. If you have a sump pump, make sure it’s working and then install a battery-operated backup, in case of a power failure. Installing a water alarm will also let you know if water is accumulating in your basement.
Clear debris from gutters and downspouts.
Anchor fuel tanks.
Raise your electrical components (switches, sockets, circuit breakers, and wiring) at least 12 inches above your home's projected flood elevation.
Place the furnace, water heater, washer, and dryer on cement blocks at least 12 inches above the projected flood elevation.
Move furniture, valuables, and important documents to a safe place.

3. Develop a family emergency plan.

Create a safety kit with drinking water, canned food, first aid, blankets, a radio, and a flashlight.
Post emergency telephone numbers by the phone and teach your children how to dial 911.
Plan and practice a flood evacuation route with your family. Know safe routes from home, work, and school that are on higher ground.
Ask an out-of-state relative or friend to be your emergency family contact.
Have a plan to protect your pets.

Take this time to prepare your family and business from the potential impact of the storm.

CURRY CARROT SOUP WITH CROUTONS

In the heat of summer, I don’t like spending all evening in front of the hot stove, but I still have cravings for something warm and satisfying. This soup fits the bill. It’s a cinch to make and wonderfully creamy without a spot of dairy. Just a warning, these curry croutons are entirely addictive and nice to have on hand for a little crunch on a salad.

Serves 4

Croutons:

1 small loaf focaccia, cut into

small cubes, about 2 cups total

2 teaspoons olive oil

¼ teaspoon curry powder

kosher salt

freshly ground black pepper

Soup:

2 tablespoons olive oil

1 pounds carrots, chopped into

rough chunks, about 4 cups

1 cup finely chopped onion

½ cup finely chopped celery

3 cloves garlic, minced

1 tablespoon curry powder

4–5 cups low-sodium chicken stock

1 lime

kosher salt

1 radish, cut into slivers (optional)

freshly ground black pepper

Croutons:

Heat oven to 350 degrees. Toss bread cubes with olive oil, curry powder, and a generous sprinkle of salt and pepper in a small bowl. Spread in a single layer on a baking sheet and bake for about 10 minutes, or until crunchy and golden brown.

Soup:

Heat oil in a large Dutch oven or a heavy-bottomed pot over medium-high heat. Add the carrots and cook 3 to 4 minutes or until beginning to brown. Add the onions and celery, and cook another 3 to 4 minutes or until onions are translucent. Add the garlic and curry powder, and cook about 1 minute or until fragrant.

Add 4 cups of chicken stock to deglaze the bottom of the pot, scraping up any browned bits with a wooden spoon. Bring to a simmer; cover and cook for 30 minutes or until carrots are very tender when pierced with a fork. Carefully transfer to a blender and puree until smooth, working in batches as necessary. Season to taste with a squeeze of lime juice and a few pinches of salt. Add additional broth for a thinner soup.

Divide soup among four bowls. Garnish each with a few pinches of radish slivers, curry croutons, and freshly ground black pepper. Serve immediately.

Top Five Mistakes Sellers Make

It can be a tough market for selling a home, but those conditions can get even worse if sellers aren't careful. While a seller doesn't control the real estate market, his actions can significantly contribute to how long and how much their home is sold for.

Underestimating Cleaning Up: It may seem obvious, but real estate agents everywhere are nodding their heads in agreement as they read this. Inviting potential buyers in to see an unkempt home is like going on a job interview without freshening up after you cleaned your garage. How can the employer notice your fantastic talents and skills if they're hidden underneath a sloppy exterior? How you show your home tells the buyer what type of care you, the seller, has put into the home?

If you can't take the time to wipe the grime off the refrigerator doors, tidy up the kids' rooms, take out the messy diapers, put away the food, and take the dogs out of the house for a while, then you'll likely find buyers will quickly move on to the next home on their list.

Lingering During Showings: Yes, we all want to know how the open house or showing went, but hanging around during either of those events is not a good idea. Sellers who tend to linger during showings often make the buyers uncomfortable. Buyers like to have time to explore the home at their own pace and without feeling any pressure. Sometimes buyers want to sit on the porch or out in the backyard as they discuss the home's possibilities. And if buyers are willing to sit for a bit and talk about the home, that's a great sign. However, the chances of their doing that with the seller present is unlikely. Many times buyers will say, "Let's skip the home if the sellers are there."

If you're selling your home, do yourself a favor and hit the road. Take a walk or head to the coffee shop. As soon as the showing is over, you can get all the details from your agent. That's why you're paying your agent! Let him do his job. Just make sure that your agent has all the home's selling points and any additional features that make this home standout.

For Sale By Owner (FSBO) Trap: Some people are convinced that they can do it on their own. Maybe they can sell their own home, but it likely won't happen without some headaches. Trained specialists are called "experts" for a reason. An expert real estate agent knows the market, has connections, guides you through the process, negotiates on your behalf, and will make the process of selling your home simpler.

One potential land mine that FSBOs face is the flood of people popping in to see their home. It sounds great that there's so much traffic, but the problem is that many times the people who pop into FSBO properties aren't actually qualified for a mortgage or may not be serious buyers. Instead they're just looking and satisfying their curiosity at your expense. Agents know to ask the right questions to make certain the lookers are truly potential home buyers.

Not interviewing agents: If you have kids, chances are you interviewed the nanny or babysitter. Take the time to seek out top real estate agents in your area. Setting up interviews with them is equally important. Choosing the wrong agent for the job will be a headache and slow the process down. There must be a connection, an understanding, and good communication between the seller and the agent. There are many things that go on during the sale of a home. Communicating with the agent should be one of the easier tasks.

Pricing a home incorrectly: This could be the worst mistake sellers make. Yet, this is where so much help can be found. Real estate agents see homes every single day. They know the neighborhoods and the comps. They are there to help you understand what homes have sold for in the recent past and what they'll likely sell for during the current market conditions. Get a market evaluation from your agent and understand what is a fair price for your home in today's market.

LD 1198 An Act To Reduce Regulations For Residential Rental Property Owners

There has recently been legislation passed that affects those of you who are landlords. We are passing this along for informational purposes; please read the bulletin below and consult your attorney if you have questions. Feel free to pass it along to other landlords that you know.

From the Maine Insurance Agents Association August 2011 Bulletin: Many agents who sell insurance to landlords are asking about the new laws that passed regarding rental properties. The following is a summary of LD 1198. The first time in a long time Maine law has been changed to make it more conducive to invest in apartment buildings.

LD 1198 An Act To Reduce Regulations For Residential Rental Property Owners was passed.

The bill does the following:

1. It clarifies that if an eviction is brought for failure to pay rent or causing substantial damage to the premises that those are the issues before the Court and that other issues are not defenses to an eviction brought for those reasons.

2. It clarifies the affirmative defense of reasonable accommodation. In particular, reasonable accommodations requested by a tenant must have a link to the conduct that is the subject of the eviction proceeding in order to be an affirmative defense.

3. It requires tenants to attach to the Notice of Appeal of an eviction an affidavit stating that they are in compliance with the law regarding payment of rent. It is designed to discourage frivolous appeals.

4. It shortens the period for a notice of abandoned property from 14 to 7 days and shortens the period for a tenant to pick up abandoned property from 24 days to 14 days. It also allows a notice of abandoned property to be sent immediately after the eviction hearing rather than when the tenant vacates the premises.

5. It allows a lease to have a provision stating that the landlord is not responsible for property abandoned by the tenant provided the landlord sends notices of abandoned property according to Maine law. The intent of this is actually is to alleviate landlords of the process of documenting that the property is worthless before they throw it away. But it is important to understand that landlords would still have to send the notice of abandoned property.

6. It repeals the requirement that landlords make loans for bedbugs.

7. It also makes changes to energy efficiency disclosure requirements. A landlord may include the statement in the application that “you have the right to obtain a 12-month history of energy consumption and the cost of that consumption from the energy supplier”. If that wording is included in the application, the energy efficiency disclosure does not have need to be given. It also limits the energy efficiency disclosures to tenants who will be paying for the utilities.
